This card was made using stamps from the Blockheads Essential Elements sheet, which can be found here.
The center tile of white card stock was stamped using an Adirondack rainbow pad, Cabin Fever, and spritzed with water before the ink dried. This caused the ink to run like a wet watercolor application. All of the Adirondack Rainbow Pads are great for this technique. Just make sure you're not using gloss paper and hold the spritzer far from the paper. It's better to lightly mist 2-3 times than mist heavily once because the droplets of water will be smaller.
A variation on this technique was used for the background. The paisley stamp was stamped several times on white matte coated card stock and then spritzed with a light mixture of water and walnut ink crystals. Walnut ink goes a long way, so start with less than 1/8 tsp for a 2 ounce bottle.
